Gerald Guyere is one of the Plutarkian bosses stationed on Earth from the original series, stationed in New Orleans.
It was presumably during Throttle's video log in Once Upon a Time on Earth (Part 1), that he was subsequently removed along with Limburger, due to the Biker Mice.
